Methodology: The SVI measures change in vacancy counts against a rolling 12-month base (Feb 2025 = 100). An SVI above 100 means more vacancies now than a year ago; a positive MoM means vacancy counts rose that month. This ranking selects SA3s with the largest positive MoM shift — where vacancy is growing fastest. Minimum stock: 150 houses / 100 units.
